Just FYI, your UK PVA glue is so much lovelier than the PVA (most commonly Elmer's) in the US. I mostly have problems with bubbles when I do decoupage with napkins, but I dont think your approach of putting glue on the back of those before they are put on the background will work, as they will probably disintegrate.
